"Canada has contributed greatly in that area, not just because of its geography and its proximity and its capabilities, reach in the Arctic and have a good ear into eastern Russia or a capability across Latin America, but also because of its judgment," he explained. Canada’s strategic location, coupled with its analytical expertise, makes it an invaluable partner in the alliance.

The financial aspect of intelligence gathering is another important consideration. The United States, for instance, spends roughly $100 billion annually on its intelligence agencies—about 10 times more than the combined spending of the other four member states. While this financial disparity might seem significant, Kerbaj argues that money alone does not guarantee security. "As much as money can buy you satellites and submarines and surveillance, it doesn’t protect. It doesn’t guarantee security. What guarantees you security is access and access to great information, great judgment, great analysis," he said. This perspective highlights the importance of Canada’s contributions, which go beyond monetary investments to include critical insights and expertise.

"I like to think that regardless of what it’s hit by, it will continue to do so," he said, reflecting on the alliance’s enduring resilience. While political disagreements are inevitable, the mutual benefits of intelligence sharing are likely to outweigh any short-term tensions. The Five Eyes alliance has proven time and again that it can adapt to changing political landscapes while maintaining its core mission of safeguarding national security.
